  1. 581–583Daxing · ShaanxiAfter Yang Jian received the abdication and founded the Sui, he abolished the Northern Zhou six-officials system and established a division-of-power framework of the Departments of State Affairs, Chancellery, and Neishi (later Zhongshu), with the Department of State Affairs overseeing the Six Ministries, forming an initial division of decision-making, deliberation, and execution.
  2. 584–589Guanzhong · ShaanxiUnder Emperor Wen of Sui, the responsibilities of the Three Departments and Six Ministries gradually became clear, with the six ministries of Personnel, Revenue, Rites, War, Justice, and Works each handling government affairs; meanwhile the Northern Dynasties' fubing system was integrated, with the Twelve Guards commanding capital and regional military prefectures, strengthening the emperor's control over armed forces.
  3. 589–604Daxing · ShaanxiAfter destroying Chen and unifying north and south, the Sui court implemented the two-tier prefecture-county system, the equal-field and zu-yong-diao systems, and economic regulation measures such as ever-normal granaries; in 587 the jinshi examination was established, marking the sprout of the imperial examination selection system and weakening the aristocratic clans' monopoly on the bureaucracy.
  4. 605–618Eastern Capital Luoyang · HenanEmperor Yang of Sui moved the capital to Luoyang, dug the Grand Canal, and launched frequent distant campaigns, placing enormous conscription pressure on the Three Departments and Six Ministries and the fubing system; late in the Daye era peasant uprisings and guard mutinies caused the state apparatus to collapse, and the Sui fell after Li Yuan entered Guanzhong.
