1. 1069Bianjing · Kaifeng CityIn the second month of Xining 2, Wang Anshi was appointed chancellor from the post of remonstrance officer, and together with Chen Shengzhi headed the Bureau of Policy Coordination, with Lü Huiqing ordered to take part in its affairs, serving as the central hub for drafting and implementing the New Policies.
2. 1069Prefectures and counties across Northern Song circuits · ChinaFrom Xining 2 onward, the equal-transport, green sprouts, farmland waterworks, exemption-from-labor, market-trade, and baojia policies were successively drafted and implemented, with over forty commissioners dispatched to carry them out circuit by circuit; they were called the New Policies, known in history as the Xining Reforms.
