  2. 1011–1020Northern Song capital · KaifengThe Song separated official title, honorary post, and appointment: officials retained nominal ranks and temple-pension benefits, while actual duties were filled by temporary appointment. This system was fully operational by the early eleventh century, allowing the emperor to deploy civil officials flexibly and preventing local officials' power from becoming entrenched.
  3. 1012–1020Circuits of the Northern Song · ChinaIn the Northern Song, the circuit was the highest local division, governing prefectures, departments, military districts, and supervisory offices, with counties below. Circuits had civil officials such as transport commissioners and judicial commissioners dividing finance and justice, forming an administrative network combining vertical central control with local division of power.
