In the 1190s several hundred noble men participated in legislation and elections, making it the supreme source of power in the republic.
  2. 1190–1200Doge's Palace, Venice · VeniceThe Doge was chosen by the Great Council through multiple rounds of sortition and election, serving for life but with constrained powers: he had to consult the Senate and the Council of Ten, and major decisions required approval by the council. Enrico Dandolo, Doge from 1192 to 1200, would go on to lead the Fourth Crusade, embodying the close integration of republican government and foreign expansion.
