Timeline
- 1071–1072Eastern Huainan Circuit · Eastern Huainan CircuitThe court appointed ever-normal granary commissioners in each circuit, who worked with transport commissioners to review the implementation of the Green Sprouts and exemption-from-service measures in prefectures and counties, establishing a new-policy execution network from circuit to prefecture and county.
- 1073–1075Hangzhou, Liangzhe Circuit · Liangzhe CircuitThe exemption-from-service law replaced labor service with payments to ease farmers' burden, while the baojia law organized village militia training in groups of ten households; wealthy circuits like Liangzhe were key implementation areas, and also the first to see popular complaints about abuses in execution.
- 1076–1080Eastern Hebei Circuit · Eastern Hebei CircuitThe farmland-waterworks law encouraged the people to build ponds and reservoirs, while the square-field equal-tax policy continued land measurement and tax assessment in some circuits; in Hebei and elsewhere, waterworks were built in connection with frontier defense needs, intertwining new-policy implementation with border fortification.
