1. 734Chang'an · ShaanxiEmperor Xuanzong ordered all circuits to investigate hidden and unregistered households, re-registering fugitive and client households into the census and equalizing taxes and corvée, thereby expanding the registered population base and tax sources.
2. 734–736Henan Circuit · Henan CircuitLocal officials surveyed fields, verified hereditary and allotted lands, cracked down on powerful families' concealed holdings, and rectified the basis for land grants and the zu-yong-diao tax levy. In the short term this increased households and revenue, but it failed to fundamentally reverse the trend of land annexation.
